The overall objective of the technical assistance (TA) is to support PDBs that are interested in, and committed to, starting or expanding their finance and technical assistance portfolio to include water.

The specific scope of the technical assistance consists of supporting PDBs in developing a roadmap for an (increased) involvement in water finance.

This roadmap is to be based on an analysis of the current opportunities and barriers to doing so, including both the external environment and the internal possibilities and limitations within the PDB – essentially a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis. Whereas these are the generic objectives and scope of the TA, the exact focus for the five PDBs differed. Some of the PDBs have been financing water investments for a longer period, and seek to expand, or get a clearer focus within their existing portfolio of water-related investments. Other PDBs did not have a (substantial) portfolio of water investment, and sought to establish that. Therefore, for each of the PDBs, a specific objective – and with that, a specific angle to the SWOT analysis and the TA was defined.
