Technical Assistance Hub

Since 2020, the Finance in Common Secretariat (FiCS) has worked to strengthen Public Development Banks’ (PDBs) capacities to finance sustainable development. Sharing the conclusions of the G20 Technical Assistance Action Plan (TAAP), FiCS recognizes technical assistance as a transformational tool for enhancing the impact of innovative financial solutions.

OUR 4 TECHNICAL ASSISTANCE ACTIONS

  • TA Offering

FiCS provides technical assistance, empowering PDBs with the capacity to achieve alignment to the Paris Agreement and the SDGs. FiCS supports PDBs through :

    • Regional capacity building, provided by founding members of FiCS such as AADFI, ALIDE, and ADFIAP.
    • Sector-specific technical assistance through thematic coalitions, such as the Agri-Platform of the Agriculture & Food Security Coalition, the Water Finance Coalition, and the NUCA Program.
    • Innovation-oriented support via the FiCS Lab Incubator, now calling applicants for the second round of incubation in 2026-2027.
    • IDFC Facility, building capacity for IDFC members to increase their climate & biodiversity finance and align with the Paris Agreement.
  • TA Catalogue

A platform of 30+ TA programs available for connecting PDBs with technical assistance providers worldwide. It is part of FiCS’s commitment to the Sevilla Platform for Action as well as the COP30 Action Agenda. It responds directly to the fragmentation highlighted in FiCS 2024 TA for PDBs landscape study, which revealed a scattered and uncoordinated support ecosystem. It also features an intermediation service, powered by the FiCS Secretariat, to help match supply and demand for capacity-building, that is essential to increase impact when financing sustainable development.

  • Knowledge

The knowledge component focuses on producing harmonized knowledge on the technical assistance & capacity building landscape for PDBs and on identifying PDBs needs in this respect. Such is FiCS 2024 TA for PDBs landscape study. As part of the FiCS community, IDFC Secretariat also produces and disseminates resources such as toolkits, technical reports, and training videos, which serve as reference materials for capacity-building activities and inform the design of tailored technical assistance programs.

  • International advocacy

FiCS aims to elevate the importance of technical assistance and capacity-building for PDBs on the global stage. This includes the recognition of the Technical Assistance Action Plan (TAAP) under the Indian G20 and the convening of key stakeholders at FiCS Summits every year, including multilateral development banks, regional networks of development finance institutions, international initiatives, and global organizations and funds. FiCS also plays an active role in the FfD4 process, where the Compromiso de Sevilla highlights technical assistance and capacity-building 54 times. Finally, FiCS is a founding member of the Global Capacity Building Coalition.
