The Global Solar Facility (GSF) is a flagship initiative of the International Solar Alliance (ISA), designed to bridge financing gaps and accelerate universal access to clean energy. GSF deploys a blended finance architecture comprising three core funds—Payment Guarantee, Insurance, and Investment—to de-risk solar projects and attract commercial capital.

GSF’s operations commence with an anchor investment of $50 million, contributed by ISA and the Government of India, with additional support from philanthropic institutions like Bloomberg Philanthropies and CIFF. This initial capital is used to seed regional facilities and crowd in further investments from sovereigns and development finance institutions.

The Africa Solar Facility (ASF) is GSF’s first regional facility, focused on deploying 1.6 GW of solar capacity across Africa. ASF is managed by Africa50 and leverages GSF’s risk mitigation instruments to unlock private sector participation. GSF integrates technical assistance, regulatory support, and a digital platform aggregating offerings from global partners, including MIGA’s “One Guarantee” program. By scaling across Asia, Latin America, and the Middle East, GSF aims to catalyze part of the $12.5 trillion needed for global solar deployment and drive the transition to net-zero.
